Qatar's Foreign Policy: Dialogue and Diplomacy Countries conducts their foreign relations and interact with each other through their foreign policies and thus foreign policies are like a charter containing national interests. It is a direct reflection of a country's traditional values and overall national policies, her inspirations and self-perception. This article aims to analyzed the factors where Qatar's have been acknowledged by foreign policy experts in that Qatar pursues sophisticated public policy diplomacy, as well as the country stands out from the rest of the Middle East and North Africa (MENA) region , The factors are summarized below:

1.0 Cultural and Educational Links, Qatar hosts branches of the West universities in the Educational City with their large enrollment of international students, these transplanted universities are meant to supply the framework for Qatar's future knowledge economy. Thus, Qatar's education should be seen as part of the state's efforts to gain worldwide visibility.

2.0 Mediation, Qatar's Constitution Article 7, emphasized the crucial role that mediation was to play in forming Qatar's relations. Here, no shortages of evidence that Qatar's growing reach was its reputation for diplomatic mediation in conflict areas. Currently, Qatari government has led efforts to resolve regional crises including 2021 conflict in Gaza and Israel. Also, Doha has played a critical role in response to stabilize Afghanistan. following the withdrawal of the U.S, UK and other NATO troops with no such uncertainty, these interventions are high stakes on Qatar's to regional and international crisis.

Additionally, Qataris committed to engaging in constructive dialogue between Tehran and Washington, and its willing to play such role, yet Qatar have to be invited by both parties.

3.0 Economic Diplomacy - it stimulates economic interests, creates a viable and profitable environment for economic cooperation among different actors, and expands its sphere of influence. It is not only involved trade and investment, but also entails mobilizing international assistance to resolve conflicts.

4.0 Qatar's humanitarian aid and efforts - Qatar's aid to brotherly and friendly countries to help them confront COVID-19 for example, 78 countries have received the humanitarian aid, where Qatar Airways played a vital and prominent role in delivery of this aid. Significantly, Qatar Airways was able to transport ONE million stranded people across the world and managed to fly them home safely.

5.0 Sports Diplomacy - Qatar's engagement in sports through pursuing the right to host FIFA World Cup - Qatar in November 2022 illustrate its desire to be recognize as a truly global destination. Notably, since 2010 the country have hosted three Athletic events of international players and audience. Here, FIFA experts stated that the game in November will draw FIVE billion viewers around the world.

At this end, a number of factors have aided the State of Qatar in translating these various motivation to reality. The Father Emir Hamad bin Khalifa Al-Thani has pursued a high active foreign policy, one sought to raise Qatar's profile, while balancing between competing times and maintain operations of communication with all parties.
